HIGHER Education Authority Director General Professor Kazhila Chinsembu says the declining supply of electricity has created a crisis in the quality of higher education. And Prof Chinsembu says the Authority is distressed by the lack of professionalism of some academic staff who come to lectures and labs unprepared and dressed in tight ripped jeans.
