THE Parliamentary Committee on National Security and Foreign Affairs has noted that the country’s average inmate population is 27,000 against the holding capacity of 10,686, translating into an over population of 152 percent. The Committee has also noted that as at June 30, 2024, the Ministry of Defence owed K11.7 billion to local and foreign suppliers of goods and services, exceeding its 2025 budget allocation of K10.2 billion.
