HIGHER Education Authority (HEA) acting Manager Standards, Research and Institutional Audits Patricia Bwalya says the approval of the Higher Education Act No. 4 of 2013, which has led to the subsequent introduction of new fees, will lead to improved quality of higher education in Zambia. And HEA Director General Professor Kazhila Chinsembu has expressed worry about how degrees are easily obtained at some institutions, arguing that a university is not a shopping mall for degrees.
