A SCANDAL has emerged at Ministry of Health in which Permanent Secretary for Administration, Prof Christopher Simoonga, awarded a US$6.8 million contract to a company linked to Chreso University, where he serves as Vice Chancellor, to facilitate the implementation of a programme for HIV/AIDS prevention. And sources have revealed that following the scandal, controlling officer functions have been stripped from Prof Simoonga and given to his counterpart technical services, Dr Kennedy Lishimpi.
