HEAVY criticism has followed the Ndola City Council over an announcement that it was introducing what is being called Wheelbarrow Levy. In the wisdom of the elected city municipality, the solution to the scarcity of money is taxing the hustlers who push wheelbarrows around town, moving merchandise for travelers and traders from one place to another.
