THE Ministry of Education has admitted to employing nine teachers in Chinsali District who did not have full grade 12 certificates. However, Permanent Secretary for Administration Norianna Muneku has struggled to explain to the Public Accounts Committee (PAC) how the nine teachers were recruited without meeting the qualification criteria. The Auditor General’s report revealed that in August 2022, government through the Teaching Service Commission undertook a teacher recruitment exercise for the Ministry of Education targeting 30,496 teachers countrywide. The eligibility criteria were, among others, to have a full Grade 12 School Certificate or a General Certificate of Education.
