HIGHER Education Authority (HEA) Director General Professor Kazhila Chinsembu has revealed that the Authority has collected K10 million in annual student levy from higher education institutions, as of the first quarter of this year. And Prof Chinsembu says the Authority is facing difficulties in effectively carrying out its mandate and regulatory functions due to funding challenges and low staffing levels.
