PF faction chairperson for information and publicity Emmanuel Mwamba says Secretary to Cabinet Patrick Kangwa must not promote lawlessness by involving ministers in administrative decisions. In a Cabinet Office circular dated June 12, 2024, Kangwa directed that the ministers’ office must endorse all foreign travel requests before they were submitted to Cabinet Office. Kangwa further said there should be an endorsement by the ministers’ office of all local travel and workshop requests while all applications for authority to travel abroad must also indicate the class of travel.
