VETERAN broadcaster Frank Mutubila says ZNBC should improve their content before they can increase the TV levy. Mutubila, who was once a director of programmes at the national broadcaster, says the major problem faced by public media institutions like ZNBC is self-censorship, adding that it is very rare for ministers to interfere in operations.
